4月7日，国家烟草专卖局党组召开党组（扩大）会议，认真传达学习习近平总书记在会见国际工商界代表时和在3月31日中共中央政治局会议上的重要讲话精神，研究行业贯彻落实举措。国家局党组书记、局长，中国烟草总公司总经理张建民主持会议并讲话。国家局党组成员出席会议。

会议强调，要认真学习贯彻习近平总书记重要讲话精神，认真落实党的二十届三中全会关于深化外商投资和对外投资管理体制改革的要求，坚决把思想和行动统一到党中央决策部署上来，结合行业实际，抓好各项工作任务；继续保持同外资企业特别是世界一流烟草企业的良好关系，加强在技术、管理等领域的交流合作；始终坚持烟草专卖制度，坚决维护国家利益和消费者利益。

会议指出，要深入学习领会习近平生态文明思想，完整、准确、全面贯彻新发展理念，强化大局意识，保持严的基调，不断压实各级抓好美丽中国建设的政治责任，扎实推动全产业链供应链绿色低碳转型，确保如期完成行业“十四五”生态环境保护行动目标，使绿色发展真正成为行业高质量发展和现代化建设的鲜明底色。

会议提出，要坚决贯彻落实党中央关于巡视工作的新要求，以更大力度、更实举措提升内部巡视监督的精准性、有效性，高质量做好党的二十大后国家局党组第四轮巡视工作。一要做实政治巡视。聚焦被巡视党组织职能责任，强化政治监督，突出对重大改革落实情况的监督检查，增强对“一把手”和领导班子的监督实效。二要着力发现问题。紧盯权力和责任，深入查找被巡视单位影响高质量发展和现代化建设的主要矛盾、落实改革部署中的重大偏差、全面从严治党方面的突出问题，统筹推进行业整改整治各项任务落实。三要强化系统观念。加强与纪检监察、组织人事、财会审计、规范管理等监督的贯通协同，相互借势借力，形成监督合力，促进完善内部治理体系，以监督合力提升治理效能。
