5月10日，国家烟草专卖局党组召开党组（扩大）会议，认真传达学习习近平总书记近期重要讲话精神，研究行业贯彻落实举措。国家局党组书记、局长，中国烟草总公司总经理张建民主持会议并讲话。国家局党组成员出席会议。

On May 10th, the Party Group of the State Tobacco Monopoly Administration held an expanded meeting to earnestly convey and study the spirit of General Secretary Xi Jinping's recent important speeches, and study measures for industry implementation. Zhang Jianmin, Secretary of the Party Group and Director of the National Bureau, and General Manager of China Tobacco Corporation, presided over the meeting and delivered a speech. Members of the Party Group of the National Bureau attended the meeting.

张建民指出，要深入学习领会习近平总书记在部分省区市“十五五”时期经济社会发展座谈会上的重要讲话精神，在上海考察时和在中共中央政治局第二十次集体学习时的重要讲话精神，在庆祝中华全国总工会成立100周年暨全国劳动模范和先进工作者表彰大会上的重要讲话精神，对辽宁辽阳市白塔区一饭店火灾事故和对贵州毕节市黔西市游船倾覆事故作出的重要指示精神，切实把思想和行动统一到习近平总书记重要讲话和重要指示精神上来，聚焦重点工作，结合行业实际，抓好贯彻落实。

Zhang Jianmin pointed out that it is necessary to deeply study and understand the important speeches of General Secretary Xi Jinping at the economic and social development symposiums in some provinces, regions, and municipalities during the "15th Five Year Plan" period, the important speeches during the inspection in Shanghai and the 20th collective study of the Political Bureau of the Communist Party of China Central Committee, the important speeches at the celebration of the 100th anniversary of the founding of the All China Federation of Trade Unions and the National Commendation Conference for Labor Models and Advanced Workers, the important instructions made on the fire accident in a hotel in Baita District, Liaoyang City, Liaoning Province, and the capsizing accident of a cruise ship in Qianxi City, Bijie City, Guizhou Province, effectively unify thoughts and actions with the important speeches and instructions of General Secretary Xi Jinping, focus on key work, combine with industry reality, and ensure implementation.

会议指出，要科学谋划好行业“十五五”规划。始终胸怀“国之大者”，在党和国家工作大局中找准定位，加强同国家发展规划的衔接，全面落实好党中央、国务院决策部署；主动适应形势变化，找准事关行业当下和长远发展的着力点，把培育和发展新质生产力摆在更加突出的战略位置，进一步推动行业高质量发展和现代化建设；把加强顶层设计和坚持问计于民统一起来，努力为保证财政增收、促进经济增长、保障社会就业、支持乡村振兴等作出全方位贡献。

The meeting pointed out that it is necessary to scientifically plan the industry's "15th Five Year Plan". Always keep in mind the 'greater good of the country', find the right positioning in the overall work of the Party and the state, strengthen the connection with the national development plan, and comprehensively implement the decisions and deployments of the Party Central Committee and the State Council; Proactively adapting to changes in the situation, identifying key areas that are crucial for the current and long-term development of the industry, placing the cultivation and development of new quality productive forces in a more prominent strategic position, and further promoting the high-quality development and modernization of the industry; We will unify the strengthening of top-level design and the adherence to consultation with the people, and strive to make comprehensive contributions to ensuring fiscal revenue increase, promoting economic growth, ensuring social employment, and supporting rural revitalization.

会议强调，要加快人工智能等新技术赋能。统筹好培育新动能和更新旧动能的关系，认真做好夯实数字基础设施底座、推动工业数字化转型、实施智能制造工程、推进“人工智能+”行动等工作，扎实推动烟草农业现代化、新型工业化、现代流通体系建设等落实落地；强化治理机制、政策供给、人才培育等配套支撑，不断提升行业数据安全水平，确保人工智能等新技术赋能更加安全、可靠、可控。

The meeting emphasized the need to accelerate the empowerment of new technologies such as artificial intelligence. Coordinate the relationship between cultivating new driving forces and updating old ones, conscientiously strengthen the foundation of digital infrastructure, promote industrial digital transformation, implement intelligent manufacturing projects, promote the "AI+" action, and solidly promote the implementation of modernization, new industrialization, and modern circulation system construction in tobacco agriculture; Strengthen supporting measures such as governance mechanisms, policy supply, and talent cultivation, continuously improve the level of industry data security, and ensure that new technologies such as artificial intelligence empower greater security, reliability, and controllability.

会议提出，要更好发挥工人阶级主力军作用和工会桥梁纽带作用。行业各级工会要始终把牢正确政治方向，不断巩固党执政的阶级基础和群众基础；牢牢把握工人运动时代主题，组织引导职工立足岗位、矢志拼搏，以高质量劳动创造推动高质量发展；自觉坚持好以职工为中心的工会工作导向，用心用情用力解决好大家的急难愁盼问题。要深入践行社会主义核心价值观，大力弘扬劳模精神、劳动精神、工匠精神。

The meeting proposed to better leverage the role of the working class as the main force and the role of trade unions as a bridge and link. 会议强调，要更好统筹高质量发展和高水平安全。习近平总书记作出有关重要指示后，国家局党组迅速部署落实，下一步全行业要继续认真排查整治行业安全生产存在的各类风险隐患，坚决防范遏制重大安全事故发生。压紧压实安全生产责任，严格落实“管行业必须管安全、管业务必须管安全、管生产经营必须管安全”要求，采取有力举措把安全责任措施落实到基层末梢、岗位人头。突出重点，聚焦重点单位、重点环节、重点时段，把防范工作落实落细到具体场景、具体点位、具体人员，解决好源头性、基础性问题。
